Traffic Round About in front of a police station - users flout the rules

Traffic Round abouts are for better safety of the road users. The International Traffic Round about definition is:

A roundabout is a type of circular junction in which road traffic must travel in one direction around a central island. Signs usually direct traffic entering the circle to slow down and give the right of way to drivers already in the circle.

Take a look at this image:

The pity is, this is happening right in front a police station at Annanagar.

I have noticed this behaviour for the last two years. It was not the case before that.

Who is to educate the road users.
